Campaigns
Each campaign is a creative + a rulebook: which zones, which hours, which panels, what priority. The scheduler resolves conflicts live on every box.

How the scheduler decides: for every box, every second → filter campaigns to those active, whose zone list contains the box's current geo-fence, and whose hour window contains the simulated clock → play the highest priority (ties rotate round-robin) → otherwise fall back to the house ad.
